how can i get a video from my camcorder to my PC?
the video i shot is on a small tape thingy i think its called a DVC?
or something like that,i want to upload it onto my PC!

You don't give any details but...........
Assuming you're running Windows XP and assuming you have firewire inputs on the computer.......
Go back to the shop where you bought the camera and ask them to supply you with a 'Firewire' cable to connect the camera and a computer
Connect the cable to camera and PC then switch the camera on to VCR and import the video via XP Windows Movie maker.
Once you have the video in the PC there's lots of help available if you google Windows Movie maker

It isn't.
Firewire aka IEEE1394 is a different interface. Check correctly first... If you don't have one, you can either buy a card for your PC, or simply use someone else's PC that has one to capture ;)
BTW nearly all recent laptops do have a firewire port.
