I looked at some of the posted comments, some suggesting that it was just a friend in the F16 "saying hi", but didn't look like that to me. That Lear may have been flying VFR at 17,500', not talking to anybody and punching into a hot MOA.
Wild speculation on my part, but I've seen it happen up close and personal...
Lesson learned!
