Are fly by's allowed? Do you have to radio that you are doing a flyby or do you just issue a go-around? Can you only do it over an airport, becuase of the altitude limitations everywhere else? (drop below 500 ft, unless an emergency or landing)

In the order that you posted the questions...

1. Yes..., though it may vary from airport, country and else.
2. You do have to transmit that you are doing a fly-by (or a go-around maybe?)
3. You can do it anywhere as long as regulations permit, i.e.: Restricted, prohibited, dangerous airspace; also you can't go lower on populated areas than over the sea...just to name one case...

If you are in an emergency...well, emergency is emergency and you have to locate the best area for your emergency landing if you ain't near any airport.

Performing a fly-by for no good reason is a violation of the FAA basic safety regulation. It is frowned upon by most aviators except in a show environment.

A flyby at a controlled airport is commonly performed when a problem is suspected with landing gear or other structural issues that could be identified by a controller.
