Instrument light did't work at all. Replaced transistors in dimmer unit which solved the problem. The rheostat switch won't completely turn the bulb off. There is a slight glow in the full ccw position. Is this normal, or should the rheostat switch be replaced

It's the same in our 210. Likely a Cessna thing.

funny you should say - that - I experienced the same thing on just about all Cessnas. Espsh the light that is red and is situated on the overhead panel - for want of a better word. I think it might be a safety feature as, if yo are suddenly plunged into darkness or rather very reduced light then it would seem cool to have something.
