What Is This?, My Friend Thinks It is Aviation Linked

My friend, who is a fisherman, keeps finding these "floats" in the water. They look like beacons and he thinks they come from aircraft somehow. I have no idea what they are suffice to say they have little granules of polystyrene in the tip of it to make it float so that only the yellow part is above the water. This may be that they are for some other purpose but I told him I would ask all you brainy folk. I look forward to your replies.. thanks ..

Did your friend tell you if they were opened or closed upon his finding them? Never seen one of these.

It's definately nothing aviation related I could think of though. Strange looking thing... Squidie's guess might even come closest.
